Capture Wave1 Contract

Scope

Convert the research dossiers' P0 web-reconnaissance sources into durable acquisition evidence:

requested locator → HTTP attempt → exact captured bytes → sha256 content address → CaptureReceipt → attempt/run log → deterministic passage anchors → research edition-lineage observation

This wave does not decide what any source proves.

Why not?

• no acceptable origin locator where origin is required;(semantic trap / refusal)
• HTTP non-200 under current fetch contract;(semantic trap / refusal)

• timeout;(semantic trap / refusal)
• malformed transport metadata;(semantic trap / refusal)
• redirect to a non-http(s) target;(semantic trap / refusal)
• content cannot be extracted without OCR where OCR is not allowed;(semantic trap / refusal)
• mirror found but origin equivalence not byte-proven.(semantic trap / refusal)
• manifest validation failure;(semantic trap / refusal)
• duplicate capture_key;(semantic trap / refusal)
• non-http(s) fetch locator;(semantic trap / refusal)
• repo main mismatch during implementation preflight;(semantic trap / refusal)
• any code path that creates admission/standing/publication state;(semantic trap / refusal)
• any attempt to fabricate a receipt for a failed capture.(semantic trap / refusal)
