Decision index

A read-only, corpus-wide index of governed decision branches. It answers a single question across every admitted record: what has this governed corpus admitted, declined to admit, left reopenable, or marked terminal?

Every row is a governed A1 decision object, addressed by its canonical record URL. Lifecycle state is read from the governed projection — never inferred from article prose, source text, badges, CSS, or search labels. This index does not add decision detail; the record, claim, refusal, and history pages remain the canonical detail surfaces.
